Of course Luna has law books in her room and decides to consult them during scary situations that arise in the middle of the night. Wouldn’t everyone?? But when Kyra declares they shouldn’t alert Luna’s parents or anyone else to possible danger, perhaps Luna needs to question some (most?) of Kyra’s logic.
On the other hand, it looks like we are about to get some fierce and terrifying dino action! That could be awesome!
I think that’s just her being frustrated with Luna. Only one way to find out! On to the next page!

Almost two years later, the answer is “legal consoling” instead of “legal council”.
